Having graduated with honors in law from the University of Bologna in 1991, I completed my legal training abroad by participating in various study programs, especially in the United States.
I have carried out academic activities at the University of Bologna, most recently as Associate Professor of Comparative Public Law position from which I am currently on leave for institutional assignments. I have authored numerous scholarly publications and more than a dozen monographs dealing, in particular, with arbitration and alternative methods of conflict resolution.
I have practiced at Studio Bernini since 1995, becoming Local Partner of Studio Bernini associated with Baker & McKenzie since 2005 and Partner of Studio Bernini e Associati since July 2008.
A Member of Parliament since 2008, Minister for European Union Policies in 2011, I was among the promoting partners of Fare Futuro and the “Committee of Thirty” that laid the foundations for the establishment of the Popolo delle Libertà.
In the 17th Legislature, I was Deputy Vice President of the PDL-Forza Italia group, Forza Italia Group Leader in the I Permanent Commission on Constitutional Affairs and Forza Italia Group Leader in the Parliamentary Commission for the General Guidance and Supervision of Radio and Television Services.
In the 18th Legislature I was elected, unanimously by the other Senators, President of the Forza Italia Parliamentary Group - Berlusconi President of the Senate of the Republic.
In the current Legislature I was re-elected to the Senate and received the post of Minister of University and Research in the Meloni government.
