Public Policy Director East Africa, Meta

Mercy Ndegwa serves as the Public Policy Director for East & Horn of Africa at Meta and Economic Policy Lead for Africa, bringing over two decades of experience in the tech and digital sectors. As a seasoned leader, she steers policy and regulatory strategies to foster an inclusive, accessible, safe, and connected Africa. Her day-to-day responsibilities include managing public policy interests, advocating on digital issues, cultivating stakeholder networks, and maintaining strong relationships with government, civil society, academia, and industry players. In collaboration with Meta's cross functional teams, Mercy drives initiatives on emerging technologies, user safety, internet access, electoral integrity, social and economic empowerment, digital rights, and connectivity. She also communicates the company's stance on crucial policy matters to diverse audiences.
Before joining Meta, Mercy held multiple senior roles at Safaricom PLC and the GSM Association. Her extensive expertise encompasses regional public policy advisory and advocacy, competition management, regulatory affairs, compliance, risk management, partnerships, government relations, international and wholesale business management, digital inclusion, and online safety across Eastern and wider SubSaharan Africa.
She has been a board member and chair of the Telecoms sector and currently sits on the board of InAble.org, championing digital accessibility and inclusion for visually impaired individuals.

Mercy holds an MBA in International Business Management and a bachelor’s in education from the University of Nairobi. Additionally, she has earned an Executive Master's in Public Policy from Strathmore University and various certifications in competition studies from the Barcelona Graduate School of Economics.

Beyond her professional pursuits, Mercy is a devoted mother of three and a passionate promoter of digital empowerment for underrepresented groups, particularly children, women, and people with disabilities. She generously donates time and resources to mentorship programs and charitable causes.
