He graduated in Law from the University of Milan in 1987. He began his corporate career in the same year at Magneti Marelli, an Italian multinational operating in the automotive industry, holding top management positions in human resources from 1992 to 2005.
During his career, he held HR management positions at Teksid (Fiat Group), Fiat Powertrain Technologies (later Fiat Chrysler), as Vice President, and IVECO.
In 2011, he became Director of Personnel and Organisation at Acea, holding the position until 2017.
Elected with Forza Italia to the Chamber of Deputies in 2018, he was a member of the Labour Commission in the 18th legislature, holding the position of party group leader.
Since 2018, he has been the regional Commissioner of Forza Italia in Piedmont and pro tempore in Valle d'Aosta.
Elected with Forza Italia to the Senate of the Republic in the 2022 political elections in the uninominal constituency Piedmont 04 (Alessandria).
On 22 October 2022 he was sworn in before the President of the Republic Sergio Mattarella and became Minister for Public Administration in the Meloni government.
